Abstract |
Background. The construction of an effective system for the protection of the rights and legitimate interests of minors is closely linked to the involvement of every member of society in this task. The children’s ombudsman is a special mechanism that serves as a link between citizens and States in the protection of children’s rights. The purpose of this work is to identify areas of interaction between the Presidential Commissioner for Children’s Rights of Russia and civil society institutions, as well as to propose ways to improve collaboration.
Materials and methods. The implementation of the research tasks was achieved on the basis of the legislation and practice analysis of the Presidential Commissioner for Children’s Rights of Russia. During the work, methods of system analysis and modeling were used.
Results. After analyzing the experience of the Presidential Commissioner with civil society institutions, three main areas of cooperation can be identified. Firstly, the children’s ombudsman acts as a kind of unifying factor for organizations whose work is aimed at protecting the rights of children and public authorities. Secondly, the ombudsman provides methodological support by organizing seminars on topical issues of childhood with the involvement of experts in specific areas. Thirdly, the ombudsman participates in information education on the protection of the rights and legitimate interests of children.
Conclusions. The consolidated work of the State and society can effectively improve the level of children protection. The work of the Presidential Commissioner for Children’s Rights of Russia is a crucial unifying factor in building such cooperation. The above-mentioned ways of building effective interaction between the children’s ombudsman and civil society institutions seem to be long-term and can make the lives of children in the country safer and more conducive to development.
